University refuses to comply with subpeona for records

My ex-husband is employed by Oklahoma State university.He has been unwilling to be truthful about his income used in child support calculations.I sent an official subpeona (superior court of San Diego) requesting production of all payroll,benifits and grant monies and their sources because my ex swore under oath to a certain amount of money and the judge said there would be serious reprocussions if proven otherwise.OSU said there was nothing in OK law stating they had to comply with an "out of state "subpeona-only provisions for depositions to be taken in Oklahoma which can be used in courts outside of OK.HOw can I get the records?How do I go to the "federal " level to make a state comply?

What you need to do is file for an Abstract Judgment in OK. After you file this than the court will recognize your right to the records.
