I am a soilder in the U.S Army, I am currently station in Iraq. My spouse is a German citizen. Is there a law that allow me to get free leave to make an appointment with immigration?

You may file for her lawful permanent residence as your spouse although leave from the military is a separate issue and something you would need to inquire about internally.
