Generally, yes. It is regularly referred to as a, "Declination of Coverage." Declinations of coverage can arise due to any number of reasons. Upon declination, the insurance company takes a position that its insured's policy with the company was either non-existent or not in effect at the time the loss occurred. The insurance company will then, "disclaim coverage" in writing.
