if two people are in a relationship and the share a dog, after they break up, if both parties are interested in keeping the dog and no agreement can be reached what steps are needed to get custody of the dog

I would assume it is the person whose name is on the dog license issued by the city or county. If the other person does not give up the dog, call the police and show them the license.
