Legal Question in Civil Rights Law in Oregon

I WOULD LIKE TO KNOW IF THE POLICE BROKE THE LAW ON THIS ACT>Sitting here in my home taking a break from putting up Christmas lights, when in rolls Hillsboro Gestapo (Police dept.) I go out to greet them at which point they tell me to take my hands out of my pockets, well I got a phone and a tape measure clutched in each one, I get nervous and hesitate they draw their weapons on me and start yelling at me, I turn my head thinking they are going to shoot me, I slowly take my hands out, when they turn me around and search me throwing my phone and tape measure on the ground, and tell me to pick them up, then they offer me "papers" I refuse and they leave....,papers for running a business without a license, which oh by the way I have applied for and am registered with the state and the officer didn't know,,,,, is their no other way????
