what would cause the police not to submit a citation to the courts?

What would cause the local police not to submit a dui citation to the courts by the date list on the citation? And how long do they have to submit it? And does it make it more probable to have a court dismiss it if they decide to submit it? I went to court on the date listed on the citation and they had to paperwork on me, and was told to call the DA and ask them, I did and they had no paperwork on me. So I am a bit confused by the situation. Thank you for your time.

IT could be that the DA is contemplating more charges. It also could be that the officer is slow in handing his citations to the DA's office. It could be the DA thought is was a bad case and decided not to charge it.

They have 2 years to file a case in Oregon
