Is it legal for a 17 year old to move out of her parents home and live with another family in another state without her parents consent?

NO. And if the other family allows the 17 y/o to reside in the household without the consent of the parents of the 17 y/o, the may very well be committing a criminal offense (depend on the law of the state in which this occurs), such as Custodial Interference. In sum, hot a smart thing to do.
