Legal Question in Immigration Law in Oregon

I am 20 years old, i am an American citizen (born and raised). I am engaged to my boyfriend who is not an American citizen. He has been here for 11 years, illegally. We are wanting to get married. He is in Mexico right now. I want him back here, but it's a little difficult. He does not have a visa. He has had a few run ins with the law (driving issues). Will the let him have a visa? What do i do?

I understand that he came to USA illegally, stayed for about 11 years and then departed voluntarily (or was deported?) back to Mexico when he was around 20.

I suggest, you consult with a knowledgeable immigration lawyer. This situation doesn;t seem to be easy. There are at least two inadmissibility issues: unlawful presence 10-year ban, and criminal convictions. If he tries to enter the USA illegally, it can trigger a permanent bar.
