Legal Question in Immigration Law in Oregon

This is for my wife(Singapore Citizen) who is on H-4 visa and want to work and we thought of taking advantage of H-1B1 visa (Apply for H-1B1 in Premium processing) so she can start work within a month and need not wait till Oct 1 to start work. BUT i understand limitations of H-1B1 Visa ( 1 year increments, No Dual intent) so we want to convert H-1B1 to regular H-1B and wondering if we apply for h1b petition in Apr 2013 , can she continue to work (from April 2013 - Sep 30 2013) in H1b1 visa and then continue to work in H1b visa starting Oct 1 , 2013?
