How do I phrase and serve a 30 day notice to vacate to the tenant?

The best means of serving a notice is personally. The notice should state a termination of tenancy date no sooner than 30 days from the date you serve it. Address it in the name of the tenant and "all others." ORS 90.427 states that rent is apportionable to the extent the date of termination does not coincide with the terms of the periodic tenancy.

If you end up having to evict the tenant expect them to try to dismiss the case based on a seemingly technical misstep in the notice requirements.

You should talk to a lawyer or a local landlord's organization to get a good Oregon-specific termination form that you can use.
