Legal Question in Real Estate Law in Oregon

A company in minnesota has offered me a contract to buy my 2 week timeshare in mexico. but there is a clause int the contract that states' the owner agrees to pay to the agent , at the time of closing , a commision of 8% for the service of the resale of the property, irrespective of whether said sale is effected by the agent ..... ' is this saying i will have to pay them the commision if for some reason this sale falls through?

That could mean that, if you sell the timeshare to someone else through your own effort, you nevertheless owe aan 8% commission to the agent.

There is a probability that the Minnesota company is a scam, as there are hundreds of timeshare scammers out there. Google timeshare scam.
