Legal Question in Real Estate Law in Oregon

My husband and I purchased property in Jackson County, Oregon in March 2011. The property had an old double wide mobile home on it. We sold the mobile on craigslist for $100.00 since we were going to build a house. The problem is that the man who purchased the mobile had it moved without permits required by the county of Jackson. Our property tax is being billed with our new home and the mobile home. We have contacted the man who purchased the mobile and he has contacted Jackson County to inform them that the mobile is on his property and Jackson County has verified that the mobile is not on our property. The problem is that the man who purchased the mobile has not paid for permits to move the mobile and the county will not stop taxing us on the mobile.

What recourse do we have? The county has told us that they can not remove the mobile from our tax bill until the permits have been paid. I have asked them how much needs to be paid and they will not tell me or my husband. Any help will be appreciated.

Sounds ridiculous. I would contact the Jackson County commissioners and make appointments to go see them. They are all elected and will probably be willing to put a call in to the property tax office and tell them to fix it.
