can a judge reverse his ruling based on the defendant refusing a judgment after ruling has been made. there was no appeal they just rejected the judgement and the judge reverssed his ruling

Within a short period of time after a judgment is entered, any party can ask for reconsideration to have the judgment set aside. Perhaps that is what happened here.
