Yes, the district attorney's office can charge you with a crime or violation even if the police officer did not cite you. This sometimes happens when the officer is unsure about the law. Also, sometimes the DA's office makes charging decisions for some crimes only when a victim 'presses charges' by calling in and talking to a Deputy DA. In addition, a police officer can cite you at a later date.
There is a time limit for being cited or charged with a crime or violation - this is based on the level of the crime or violation and is set by statute.
