Legal Question in Wills and Trusts in Oregon

my mother is a the sole person on a will from a friend....He just died....Now is this a legal binding document that keeps his family members who he has no relations with from taking his properties and belongings.....A couple of his family members flew in and took care of some stuff and found the will....We havent seen it yet but they told us she was the only one on it and sole propeiter to deem what happens with his properties .....Well the family members left but one of them took his pickup truck to drive back to his house which is six hours away....we had intentions on getting the truck this weekend and taking some of the stuff out of the house ....They also have the keys to the house and other keys we need to get into things ....What are the laws with wills and testiments....How do we get a copy of the will.......
