Legal Question in Administrative Law in Pakistan

i am a government servant residing in a official accommodation. I am regularly paying the house rent and I am in service of provincial government. On my transfer (23-04-2008) in same city I retained the official accommodation now I have re joined the same institution (24-10-2009). Penal rent has been imposed against me by former institution.I want to appeal for waiver of penal rent. who has the power to waive off penal rent?
