What is the law about blank cheque. I got blank cheque for withdraw 100 but I withdraw 200

It is fraud.
This has nothing to do with the practicalities of cheques. The cheque was an instrument following an agreement, whereby the other party trusted you to fulfil your part of the agreement.
Taking more money than agreed, is fraud & breach of trust
