Only welfare of minor, is paramount consideration for appointment of a guardian.if mother not earn.? this is not her duty to support financially their children. Father is bound to pay the maintennce of his children as per Islamic and prevaling law in Pakistan.

Doesnt matter as a father you have to maintain the child even if the custody is with the mother.
