Legal Question in Family Law in Panama

Is a marriage performed in Cuba legally binding and recognized as valid in the U
My Brother-in-law died on May 27, 2003. He had been married approximately 2 years ago to a Cuban national. The marriage was performed in Cuba Not in the USA. The couple has not lived together for over a year. The wife remained in the U.S. her visa expired and she never changed her status after the marriage.

Now that my brother in law is deceased, his estranged wife comes back into the picture. The coroner will not release the body to the family because his ex-wife claims she is next of kin. She has retained a lawyer who said that she intends on preserving her rights to any monetary disbursments etc. She however, does not believe she should be liable for any of his outstanding liabilities.

The Question I pose is as follows: Is a marriage performed in the country of Cuba recognized as valid in the USA?
