Legal Question in Medical Malpractice in Pennsylvania

Hi, I have been trying to have my medical records faxed to a new doctor from my old doctor. My old doctor says they will not fax them to any doctor and now i'm unable to see any doctor and need to as I am diabetic and need medicine. Is their a law against this? I don't think my old doctor has the legal right to hold my medical records.

Under PA law, a competent adult is entitled to a copy of his medical records.

The doctor is entitled to a copying fee.
