Legal Question in Employment Law in Pennsylvania

In Pennsylvania....I currently work for a company in a position at an hourly rate. I was recently promoted within the same company into a hired position and offered a specific salary. I was informed however, that because the increase in salary from my current pay to new pay is more than a 15% increase they will only give me a partial increase until I have been in the new job for 4 months. This was not included in my offer letter, nor can I find it anywhere in policy. Is this legal?

I assume the offer letter was created at the time of the new position? Did it make any guarantees as to the team of your employment or did it provide that you were an employee at will? If there was no guarantee as to the term and you are an employee at will, your compensation structure can be changed at any time and you have the right to continue or discontinue your employment. Without further facts, I cannot comment on your potential entitlement to unemployment compensation if you quit.
