Legal Question in Administrative Law in Pennsylvania

Pa backgroun check denied me when I tried to purchase a rifle. I was arrested for possession of 2 pills (amphetimines) thirty years ago. The charges were dismissed upon completing a State program.

Can I be denied for being arrested without being convicted. I have sumbmitted a challenge to the STATE but this has me really bothered an was looking for some quik info.
