Your tug anchors a barge in a legal federal anchorage. After several hours you leave it unattended but manned to go to shoreside facilities to replenish supplies. During the time the tug is away the barge drags anchor and goes aground damaging a shoreside facility. Who is responsible, the tug captain who left the barge unattended, the company for granting permission to leave it, or the barge captain who was in charge when the barge was left.?
