Can an employer keep a loaded gun in his place of business in his office drawer?

You should probably ask the local police or local District Attorney this question. A person can apply for a "carry permit" which would allow him to carry the gun on his person. Whether your employer can keep a loaded gun in his office drawer is best answered by the appropriate authorities
