I have a one-man web design company which also does imaging services. If a client fails to pay for already-delivered image work (now past due +40 days), can I turn their website off for non-payment until payment is received for image work?

It will depend largely on what the terms of your contract with your customer indicate. I would not recommend shutting their website off until you've had an attorney review your situation. Please feel free to contact me if you'd like to discuss further.
