transfer within company to another store

I work at Supercuts and they are owned by Regis. I want to transfer to Hair Club for Men and they are also owned by Regis. To be transfered I have to get approval from my district manager. Can she withold my transfer because we are short staffed or other reasons?

Yes, she can withhold approval for a business purpose that is not unlawfully discriminatory.

But as an at-will employee it would seem that there would be no sense in doing so as you could easily leave and apply directly to the other unit.
