If a WBE LLC has a 51% female owner with final decision making (WBE LLC) and they form a new LLC owned 51% by WBE LLC, is New LLC a WBE?

Probably not. Assuming that the female owner is the only qualifying member of the WBE LLC, then the female owner only owns 26% of New LLC. There are other ways to bring in investors and members without losing the WBE qualifications. The methods depend on your certifying organization. So, read your policy and standards carefully or consult an attorney.
