Harrasment by police chief?

I am a recovering addict & clean formonths. I've been arrested in the past for acts committed (theft, burglary, fraud) during active addiction. The chief of police seems to have an ongoing problem & continues to harass me while investigating things I did as well as for things I have not done. He has my name & charges printed in the newspaper weeks before I am even notified of chrges. He charged me with forgery for a check I wrote out of my husband's account months ago, waiting until AFTER I signed a plea bargain for the above charges & in spite of the fact that my husband does not want to pursue this. Counterfeit $ was going around my area last year, he came to my home & took my computer. No charges were ever filed, but he still won't return it! He asks me detalied questions about mine & my husband's sex life, including if we have sex, how often & if it is straight intercourse or oral sex! He made comments to me that I need to help him to help myself & on one occasion told me he was going to ''unzip his fly & lay everything on the table for me.'' When I passed him in our local courthouse today, he actually stopped to ask me if my husband & I were still together & do we still sleep in the same bed! Who do I go to for help?????
