Legal Question in Civil Rights Law in Pennsylvania

For the past year we have been harassed/stalked by 2 neighbor families. Tried to file charges with local magistrate but no charges were brought against them. We are a family of 4 with 2 people who are disabled...our 15 yr old son is autistic and my b/f had a tumor removed from near his brain and suffered permanent nerve damage. He is taken the brunt of the harassment. We rent our home and cannot afford to move right now. We cannot afford an attorney. My autistic son is afraid to go outside anymore. Is there anything I can do to protect my family. The one neighbor has gone around the neighborhood and has spread lies about us and I am afraid someone is going to do harm to my family. Thank you

I would suggest calling the police. However, police will not do anything unless there is more than hearsay evidence. Meaning, it has to be more than your words against your neighbors. Have they ever walked onto your property without your permission? Do they do anything else besides spread talk bad about your family? Has there been any physical contact?
