my shoes were given away to someone else at an ice skating rink, who is liable?

Oviously the ice skating rink is liable, but if they simply refuse to pay, you would then have to file suit in small claims court. The costs of filing the suit are probably worth more than the shoes, but, if you win, you get those costs back. I assume you've already made a verbal claim for the shoes. First write a letter. If that doen's work, you'll have to go to small claims court.
