Legal Question in Construction Law in Pennsylvania

contractor is not returning money for work not done
driveway and seal coating job. driveway done, no seal coating. spoke to office asked for money back for that portion of job. no response. follow-up approx 15 calls, never called back. finally got someone, said he would mail check. no check. can there be criminal charges placed. amount only $ 678.00, but at this point its not the money.

The information that you gave is a little confusing because your zip code is in NJ but you say that the question relates to PA law.

If the property is in NJ, sue in Small Claims Court in NJ. If the property is in PA, resend your question for a PA attorney to answer.
