Legal Question in Consumer Law in Pennsylvania

Questions on Utilitiy Companies and Payments

I would like to know if it is legal for a Utility Conpany, Gas company, to charge a security deposit on a residentail account that has had a few late payments. And by late I mean a week or less. The bill has always been paid in full every month- yes a few times late but alway paid in full and through a banks bill payer which goes electronically.
