Legal Question in Criminal Law in Pennsylvania

My 17 year old nephew was shot by Reading, Pa police sunday night into Monday. It is now 7/22 Wednesday and my sister (and family) still arent able to see him. The Captain, hospital staff, everyone involved has been giving us the run around. We sat in the hospital for hours and no one came down to speak with us. Desk sargeant at city hall said he spoke to the on duty guard and that we're permitted to see him. Now I'm worried because the same people that shot him are guarding him. He still hasn't been charged yet. There was a low speed chase and two other boys in the car with my nephew but they aren't being detained but we have heard that my nephew was also pummeled by police. About time we see him, there will be no evidence of that assault. What are our rights here? Please, my sister is losing it. We all are.
