Legal Question in Criminal Law in Pennsylvania

PLEASE HELP

I am in desperate need of an attorney however I was turned down for a public defender because I "make too much money". Is there any legal action I can take to have counsel appointed? I can pay an attorney but not all at once and was wondering if counsel can be appointed to where I can make payments

Why would a court have the power to order someone to work on your terms? Seeing as this is a criminal matter how do you plan on making payments while you're away.

if you want loan go to a bank. If an institution that regular makes loans won't give you credit why should a lawyer?
