Felony on county record, but not state - can it be removed?

My boyfriend has a record over 10 years old including a 2nd deg misdemeanor-hindering apprehension & a 3rd deg felony-theft. He's had no additional problems since he was 18 � years old-he's 30 now.

1-record only comes up upon a county check, not state. Is this normal?

2-is there any other option other then an expungement? He is eligible now for a job that could be a career, but not with a record. Looking for a fast way to get it cleared b/c of this. Also, seems with a pardon application, you have to include a copy of your record from the state, but just received paper from state police saying ''no record''. There's no way this could've come off his record, is there? Felonies stay on for good, correct?

Also, is it legal for potential employer to check more than 7 years back?

Appreciate ANY help you can give since we have no idea what direction to take.

Employers in Pennsylvania may use Criminal History records for felonies and misdemeanors if they relate to the job. There is no time limit.

He is probably ineligible for an expungement. He does not meet the statutory test (70 years old).
