Harassment, Stalking, endangering the welfare of a child

ever since my boyfriend and i have gotten together his ex girl friend has continued to stalk us,threaten, and harass us, everywhere we would go. including at our home. we never did anything about it because she would threaten to take his 2 daughters away. she has since put a PFA on him in july. i made a statement with the state police in july also, and was told that if she is to do any of this activity again that he would arrest her. she has, but that officer no longer works there. and i am told that they can't do anything. she lets a heroin addict babysit while she goes to drink, she has had numerous people move in & out of her home, she has taught the girls (ages 1 & 3) to say white power, uncle daddy, & donor daddy. she has slit her wrists, and still CYF is no help. what can we do, what would be the charged, and what are the Pa statue of limitations for filing against harassment, stalking, threats. we would also like to get custody, but the youngest might not be his. she has admitted to this only after the custody hearing (which she was granted complete custody/ he has visitation), how can we get a Paternity test? please help.

Your boyfriend needs to file a modification of custody petition. With a lawyer and the fact pattern you present chances would be good he could get custody. If the police will not bring charges you and your boyfriend can file a private criminal complaint. I offer free consultations.
