Legal Question in Criminal Law in Pennsylvania

I misused the company credit card I was given for business use. I left the company and move out of state. I was called by a detective saying that I need it to pay the full amount or he was going to out a warrant for my arrest. I contact the credit card company directly and made arrangements and started paying the balance back. I explain to the detective I made the arrangements to pay the money back but he told me again about putting a warrant for my arrest. Can a detective put a warrant for my arrest or does he need to get a judge to approve it.

It sounds like charges were filed and he obtained a warrant for your arrest. If you google UJS Portal you can search your name (or a lawyer could do it for you). Either way, you need to immediately retain an attorney because you can be arrested at any moment. An attorney can arrange a turn in time and place and argue for bail.
