Legal Question in Criminal Law in Pennsylvania

hi i have a question
my friend lives in PA with his brother and his wife. he is fixing to move to fl to take care of his mom who is ill. now his sister in law is doing everything in her power to keep my friend there in PA. Now she is saying that when one of her daughters that is now 33 was at a family friends house for the night at age 13 was raped by a 18 yr old boy and wants to have my friend arrested saying he knew of this and did nothing to protect her daughter. is this possible. the sister in law did not take the child into be examed at the time of the alledge raped
