expungement hearing

I petitioned the court through an attorney to expunge a 14 year old arrest for DUI. The case was dismissed at the district justice level 14 years ago. I have a hearing for this coming up. Can a DA fight this expungement? Why would they fight an expungement? Are the expungements usually granted? I got the impression from my attorney that the DA usually doesn't respond to the petitiion.
