Legal Question in DUI Law in Pennsylvania

my friend just got a dui, his 3rd, but his last one was 13 years ago. Will the ten year rule make this a first offense?

He will be sentenced as a first time offender, but it will not be considered his first offense and the judge will know about his priors. There would be a mandatory minimum of 2-3 days in jail if convicted with a maximum of 3 months in jail.
