Who is responsible for a passenger Riding in motor vehicle intoxicated

Is it only the passenger that is intoxicated, but the driver is sober? Responsible in what manner - while driving, after they exit the vehicle? I'm afraid your question is too vague to offer a direct response, but generally if the passenger is intoxicated a sober driver would not be at risk of a DUI charge based on the passenger's intoxication. In fact, the law generally encourages intoxicated individuals to not drive, and instead rely on sober individuals to transport them when necessary.
