Private School - Report Cards/Transcripts

I currently send my daughter to a private school. Currently I am behind 2 months in tuition. Next year my girls are going to public school. Their current school is threatening me that they will not release their report cards or transcripts unless my bill is paid in full. Therefore I cannot register them in the public school. Is this legal?

Since private schools do not receive Federal Funds they are not subject to the same laws as public schools who are required to provide records upon request. Accordingly, there is no law that mandates that a private school provide you or send to another school, your child's records. The only exception may be health records. Section 1409 of the PA Public School Code, precludes any school, public or private, from withholding health records.

Public schools couldn't do it, but private schools can.
