power of attorney abuse

My sister has poa but does not bother with the daily care of my father at all my wife & I handle it all,does she have an obligation to help with this can she refuse,she lives 5 minutew away

What kind of poa are we talking about financial power or Health care power of attorney or inclusive. The wording of the power of attorney would dictate the responsibilities of the designated agent. Usually it does not involve daily care of a person. This might be the basis of persoanl services contract where someone comes to the home or lives at the home of the person and takes care of them on a fee basis. If your sister is not doinfg what the poa documents say that is another story. if your father is competant he can cancel the poa. You should review the situation with an attorney.
