Custody and visitation of minors

My sister has 2 daughters who live with there father and step mother. Lately the step mother has been with holding the children from my family, and not allowing us to talk to them over the phone.

The children have told us things in the past about negligence in the home, and even some physical abuse.

My question is what rights do the members of my family have regarding visitation? Or even proving the abuse?

My father is pursuing granparent rights in PA, but we are unsure of what we can actually do.

Does you sister have a custody order. If there isn't one in place then one needs to be put in place. Its the custody order that says what rights your sister has.

Generally the way the rest of one parent's family gets to see the child is when that parent is exercising their custody rights.
