Legal Question in Family Law in Pennsylvania

My daughter is 14 years old and her biological father signed away all rights when she was 2. He now says he is sorry and wants to be apart of her life. She is planning on going to college...do I have a right till she is out of college to keep him away since I will be paying for college. Also, she wants nothing to do with him is there anything she can do to keep him away. Also, the judgement/ruling was made in the state of Iowa and we now reside in PA.

In PA unless the child was adopted a parent can NOT "sign away" their rights. That said at age 18 she is an adult and associate with whomever she likes.
