Legal Question in Family Law in Pennsylvania

If a father denies paternity to avoid paying support and has not paid support for more than eight months, does he have rights to visitation before support court ordered DNA testing is done? We are still legally married but separated and his name is on the birth certificate.

Whether or not support is being paid doesn't void his custody rights. However, it's a contradictory defense. In support he's denying paternity so how can he demand custody rights?
