Legal Question in Family Law in Pennsylvania

My husband lost his job, he has been paying over 800 a month is support for two children by two different mothers. We are married and have two children of our own, he had a contempt hearing today because he is unable to pay the support, he asked about a modification and was told that he needed to wait until he had a new job before he can modify, meanwhile he is accruing arrears in his current amount of support, is this true? Does he have to wait to modify until he gets a job he has never filed for a modification before ever. Also can you explain why the support of my two children isnt factored into the amount he is ordered to pay these women? How would multi family apply here. Thank you so much for your time and help.

He does not need to wait to modify support. he just needs to file a petition to modify. How the multi family support works is as follows: support should be calculated for each of his children, including the ones to you. If the amount of support he would owe would be over half of his income, then his support amount would be equally reduced for each child to get his total obligation under half his income.
