Is your child over 18 or has the child graduated from high school? If the answer to either question is no, then you have to pay child support. Child support is based on the combined gross monthly income of the parents (assuming the child was a resident of PA and a support order was in place before the child went to Germany). See 23 Pa.C.S.A. 4321:

(2) Parents are liable for the support of their children who are unemancipated and 18 years of age or younger.

(3) Parents may be liable for the support of their children who are 18 years of age or older.

If the child is a German citizen, I have no idea of the child support laws in Germany, but my guess is that there is likewise a duty to support a biological or adopted child regardless of where the child lives.
