Legal Question in Family Law in Pennsylvania

I know somebody that is paying child support and spousal support. The father currently lost his job (not his fault) and now is getting unemplooyment. He is only getting 359 a week and child support is taking 255. He has rent, car insurance to pay. He has his daughter 2x a week and every other weekend. Is there anyway he can file for emergency modification based on the cost of living. The mother is working full time and making more then he is now. He lives in Pennsylvania
