Legal Question in Family Law in Pennsylvania

My sister moved out of my parents house where she had help supporting her kid to a place where no support is offered, and the people she moved in with told my parents they still had to support the baby. She moved in with the baby's great grandparents from my dads side. No one there has a job nor does my sister. She always yells at her kid for crying, and always threatens her if she doesn't stop scrying. When she lived with my parents, my sister always pushed everything on my mom feeding, changing, etc.... is there any way that I (uncle) and my wife can get custody or even emergancy custody of my niece before something serious happens.

No because you don't have standing. Her parents might have standing. They certainly owe no duty of support to her.
